    Automated Benfits Application (ABA) Project

    The ABA Project is a CRA Iniative built upon the NRS Project (see below). ABA leverages the Provincial Vital Statistics Registars that are responsible for regitering Birth Events for their citizens.

    The Provincial Birth Registration forms were modified slightly to allow parents to apply for CRA Benefits at the same time as registering the birth of the child. Since most of the data is identical for both purposes, the parents need to only fill out one form and have the application for CRA benefits processed automatically. The benfits application is sent securely and relibaly in real time when the data is recorded for the birth registration. This increases the timeliness of the payments to the parents and the data entry at CRA is greatly reduced which leads to enhanced productivity.

    Pentelar provided the project with NRS expertise and the following resource types: Applications / Technical Architect, Business Analyst, Senior Testing Coordinator.

    National Routing System (NRS) Pilot Project

    The NRS Project is a continuation of the NRS Pilot Project. The purpose was to develop a Federal-Provincial communications network which would allow vital event data (eg. births and deaths) to be securely and reliably exchanged between the partners in real time.

    The NRS Porject has been expanded to include the Canada Revenue Agency, Statistics Canada, Service Canada, British Columbia, Alberta, Manitoba and Nova Scotia. Soon, Prince Edward Island will be connected and plans are under way for Ontario and Quebec to join.

    Pentelar provided the project with the following resource types: IT Project Manager, Applications / Technical Architect, Business Analyst, Senior Testing Coordinator, Database Analyst and Senior Java Developer.

    National Routing System (NRS) Pilot Project

    The NRS Pilot Project is a Treasury Board funded Government On-Line (GOL) Catalytic Initiative whose purpose was to develop a Federal-Provincial communications network which would allow vital event data (eg. births and deaths) to be securely and reliably exchanged between the partners in real time.

    The pilot project consisted of three Federal Departments (Passport Canada, Statistics Canada and Canada Revenue Agency), two Provincial Government Agencies and Secure Channel. Two types of information sharing were developed, Real-Time Event Notification and Real-Time Birth Certificate Information Verification. The messaging protocol was based on ebXML (ebMS 2.0) and interoperability was achieved amongst two Commercial-Of-The-Shelf Products and one Custom Based Solution.

    Canadian Passport Office
    Passport On-line (POL)

    The Passport On-line project is the Canadian Passport Office's initiative to meet their Government On-line objectives. The project consists of the following three sub-projects:

    • Birth Certificate Pilot - The Birth Certificate Pilot project is a proof of concept for electronic verification of Birth Certificate information with the corresponding Provincial Vital Statistics Agency. The project uses ebXML WebServices to facilitate secure on-line business transactions.
    • On-line Passport Application System (OPAS) - The OPAS project will allow clients to enter their passport application data and provide payment via the Internet. When the signed forms are delivered to a Passport Office, the data will be transferred to the main issuance system using a barcode printed on the form. The goal is to speed up the application process for the clients who will have to spend less time in line and at the counter while their application is initiated.
    • Official Travel Pilot - The Official Travel Pilot will allow certain government employees to apply for a diplomatic travel passport via an Intranet Web Site. The project will further enhance the data capture process by collecting secure, digitized photographs and signatures (collected from authorized agents). This project will act as a proving ground for secure, enhanced online passport applications for the general public.

    E-Links

    The E-Links Project is the successor to the Birth Certificate Pilot project (see above). The project�s intent is to include full integration in Passport Office�s main issuance systems and connections to all Vital Statistics Agencies to facilitate the verification of an applicant�s identity.

    Canadian Passport Office (subcontract to systems integrator)
    Secure Passport Issuance System

    The IRIS project used an advanced travel document issuance system from a systems integrator, to create a secure, distributed Passport Issuance System for the Canadian Passport Office. The system uses sophisticated digital imaging technology and is deployed across Canada to each of the 29 offices and is responsible for reviewing, printing and tracking over 2 million passport applications per year.

    Canada Customs and Revenue Agency (CCRA)
    Integrated Customs Systems (ICS)

    ICS is concerned with the movement of Travellers and Commercial Activity through the Border. The goal of ICS is to deliver business solutions using a mix of Internet/Intranet and Legacy Applications. New business requirements are delivered using Java based technologies and where it makes sense from a business and technology standpoint, links are built to legacy applications. ICS functions include Enrollment, Risk Assessment, Enforcement, Case Management and Common Services for Images, Printing, Notes and Notices.

    Public Works and Government Services Canada (PWGSC)
    Safety Management Information System (SMIS-Web)

    The SMIS-Web project is taking an existing client/server system and converting it to a web-based system. SMIS-Web will be a pioneer in the "new era" of standardized web development practices at PWGSC and will have an integral part in the development of a reusable Java Servlet framework to support the JavaServer Pages architecture. By moving SMIS to the web, PWGSC will reach a wider audience with less software distribution. Once complete, other Government departments will be offered the SMIS-Web product to meet their Safety Management Information requirements and satisfy the Government Online (GOL) initiatives.

    Public Works and Government Services Canada (PWGSC)
    Real Estate Online System (REOL)

    This project was one of the first PWGSC business systems to target the Web. PWGSC's workload is substantially reduced by allowing Government of Canada departments, using the Government of Canada Extranet (GENet), to initiate requests to dispose of a piece of property for which there are tenants and check on the status of current disposal requests.

    All levels of government (Municipal, Regional, Provincial and Federal) have the ability to register and have access to information pertaining to the availability of properties in their respective locations through a secure Internet site. Through a series of e-mails, various PWGSC users are notified of their workflow activity that must be completed through the Intranet portion of the application. Ultimately, the Intranet application produces the static HTML pages and links for the Internet site that advertises properties that are for sale to the public (http://www.pwgsc.gc.ca/govland).

    This site was previously maintained manually and was continually out of date and prone to errors. Upper management personnel now have a national database repository of all property disposal requests managed by PWGSC giving them a clear picture of workload and revenues for property disposal efforts.

    Citizenship and Immigration Canada (under subcontract)
    Global Case Management System (GCMS)

    The Global Case Management project aims to build an integrated set of applications and infrastructure components that will support all of CIC's client case management operations and position the department vis-?vis the Government Online (GOL) initiative. GCMS will be based on Siebel, the leading Customer Relationship Management system

    Some of the key functional areas of the GCMS project include client management, workload management and scheduling, case tracking, handling financial transactions, document production and reporting and analysis. GCMS is designed to improve client service and provide flexibility to CIC's customers in obtaining services through a variety of new automated options, such as over the counter, by telephone, using automated voice response or via the Internet.

    Natural Sciences and Engineering Research Council (NSERC)
    eSubmission Project

    The eSubmission project allows university researchers to use an Internet-based electronic system to submit their applications to NSERC. The system is also equipped with an automated e-mail notification function that lets applicants, co-applicants and support organization representatives know that NSERC has received their applications. eSubmission is beneficial to users by allowing them to:

    • Self-register and obtain an online account
    • Create and edit online application forms
    • Obtain printable copies of completed forms in PDF format
    • Submit Evaluation Reports (by external reviewers) electronically to NSERC
    • Receive electronic notification of key events within the submission process (e.g. electronic approval or return)
    • Maintain profile of account and password information

    Further, University Officials involved with the submission process were provided with:

    • Specialized access to online functionality designed to lighten their load
    • The ability to review submitted applications relating to their university
    • The ability to append comments (to the applicant) relating to a submitted application
    • The ability to electronically approve applications (thus forwarding them to NSERC for evaluation) or return applications to the owner for revision and re-submission

    Natural Sciences and Engineering Research Council (NSERC)
    NSERC Award Management Information System (NAMIS)

    This project developed a mission critical award management system to support NSERC in the following business functions:

    • Grant and Scholarship Application acceptance and validation
    • Information dissemination for a peer-review evaluation process
    • The collection of evaluation results
    • The generation of result notifications to applicants and web postings
    • The financial management of those applications that resulted in awards

    NAMIS is currently undergoing a transition whereby many of it's business processes are being migrated to the Internet in order to offer clients convenient and timely access to relevant information. This project falls under the Government Online initiative sponsored by the Canadian Government.

    Belgian Ministry of Foreign Affairs (subcontract to systems integrator)
    Secure Passport Issuance System

    This project used an advanced secure ID document issuance system from a systems integrator, to create a flexible, efficient and secure Passport Issuance System for the redesigned Belgian National Passport. This redesigned passport includes highly sophisticated authentication features including digital photographs and signatures and is fully compliant with the ICAO (International Civil Aviation Organization) standards for Machine Readable Travel Documents.

    Advanced Tactical Command and Control Information System (ATCCIS)
    Department of National Defence

    The ATCCIS project was a NATO sponsored project in which the Department of National Defence represented Canada. The project concerned the near real-time sharing of tactical land combat database information among military locations of allied nations using a proprietary communications protocol. A subscription mechanism was utilized in order to establish an on-line information sharing agreement, and the extent of shared information was based on a contract/filtering mechanism that existed between each military location pair. Each participating nation was responsible for the development of an application (using their choice of technology) that would participate via a set of published protocols. The Canadian system was implemented using Java, Sybase EAServer (application server), Sybase ASE (database server) and Sybase Replication Server.
